England will end a national COVID-19 lockdown on Dec. 2 and move into tougher tiered regional restrictions than October, with more areas facing severe constraints to prevent the virus from reigniting, Prime Minister Boris Johnson’s office said.
Johnson ordered England in to a month-long lockdown in early November after infection cases and deaths started to rise again, angering businesses and some of his own political party over the economic consequences.
A second wave of infections has started to flatten, official data shows, but scientific advisers are expected to warn on Monday that previous regional restrictions did not go far enough and harder measures are needed to prevent another national lockdown.
“The Prime Minister and his scientific advisors are clear the virus is still present - and without regional restrictions it could quickly run out of control again before vaccines and mass testing have had an effect,” a spokeswoman said.
“That would put in jeopardy the progress the country has made, and once again risk intolerable pressure on the NHS (National Health Service).”
Britain has suffered the worst death toll in Europe and the deepest economic contraction of any G7 nation, prompting sharp criticism of Johnson’s handling of the pandemic.
Prior to the latest lockdown, England had been placed into three tiers, with the toughest measures imposed in northern England, where movement was limited and pubs were forced to close unless they sold substantial meals.
Johnson’s office said the prime minister would set out a new COVID Winter Plan tomorrow Monday, with more areas placed into the higher restrictions under the tiered system.
He will discuss it with his cabinet of leading ministers on Sunday and present to parliament on Monday. The plan will also include details on interactions at Christmas.
Ministers will announce which areas will be placed into which tier on Thursday, with lawmakers able to vote on the system before it comes into force. The tiers will be reviewed.
The move is likely to be met with fierce resistance from some lawmakers who argue that the country cannot afford to close shops and hospitality again after unemployment numbers and debt jumped, and economic output plunged 20% in the second quarter.
The government has argued that the virus will overwhelm hospitals and cripple the economy if it is left unchecked. The opposition Labour Party said a package of support would be needed for any business having to close.
Scotland, Wales and Northern Ireland are also under varying levels of restrictions, set by their local governments.

The Board of Deputies of British Jews has criticised the Foreign Office for listing Jerusalem as separate to Israel in its updated travel corridors list.
The UK announced on that travellers from Jerusalem and Israel and several other destinations would be exempted from a 14-day quarantine in England, Wales and Northern Ireland.
Those restrictions will be lifted from 4am on 21 November following “a decrease in risk” from Covid-19 in several regions, the Foreign Office said.
The announcement included a list of nine “countries, territories and regions” that would be exempted from the restrictions. Jerusalem and Israel were listed as separate bullet points.
The Board of Deputies described the move as “absolutely inappropriate” and said it had taken up its concerns with the Foreign Office.
A Foreign Office spokesperson said: “The UK’s position on the status of Jerusalem is clear and long-standing: it should be determined in a negotiated settlement between the Israelis and the Palestinians, and Jerusalem should ultimately be the shared capital of the Israeli and Palestinian states.
“In line with relevant Security Council Resolutions, we regard East Jerusalem as part of the Occupied Palestinian Territories. This decision on travel corridors is driven by public health considerations based on epidemiological evidence.”
The UK has not recognised Jerusalem as the capital of Israel.

The older you are, the higher your risk of becoming seriously ill or dying from the virus - and that risk rises sharply beyond 70.
After these groups, the plan is to offer the vaccine to everyone else based on their age - from the oldest to the youngest, but particularly the over-50s, by next spring.
Whether people with underlying health conditions and those from ethnic minority backgrounds are also prioritised in some way, has not been decided.
Where will I get a vaccine?
You'll be invited to get a vaccine as soon as it's your turn, probably by letter.
This could be through your GP surgery, a hospital or care home if you work there, or through vaccination hubs which are being set up around the country.
The NHS has been getting ready to start giving vaccines as soon as the first one is delivered to the UK.
It is recruiting 30,000 volunteers to help, some of whom will be trained to give the jabs.Doses of the Pfizer vaccine need to be stored at a very cold temperature.

Can I pay to be vaccinated sooner?

It is doing this as quickly as possible without cutting corners, because these vaccines are a priority..It will also seek advice from another independent body, the Commission on Human Medicines, before advising the government on a potential vaccine.
The Pfizer-BioNTech vaccine is the fastest ever to go from concept to reality.
The Oxford-AstraZeneca team is likely to do the same soon, and other vaccine developers will follow.
Companies have continually been sending trial data to the regulator, which has also shortened the process.In the event the UK has a choice, the JCVI would decide which vaccine should be used for different groups of people.

The eventual aim is that as many people as possible receive a Covid-19 vaccine.If everyone over 18 in the UK is offered one, that would be more than 50 million people - a huge challenge.

And today we can announce that the government has accepted the recommendation
from the independent Medicines and Healthcare products Regulatory Agency
to approve the Pfizer-BioNTech vaccine for distribution across the United Kingdom.
after months of clinical trials,
involving thousands of people
to ensure that the vaccine meets the strictest, internationally recognised, standards of safety, quality and effectiveness.
Thanks to the fantastic work of Kate Bingham and the Vaccines Task Force,
we purchased more than 350 million doses of seven different vaccine candidates,
and the UK was the first country in the world to pre-order supplies of this Pfizer vaccine
securing 40 million doses.
Through our Winter Plan, the NHS has been preparing for the biggest programme of mass vaccination in the history of the UK.
And that is going to begin next week,
and in line with the advice of the independent Joint Committee on Vaccination and Immunisation
the first phase will include care home residents, health and care staff, the elderly and those who are clinically extremely vulnerable,
But there are immense logistical challenges:
the vaccine must be stored at minus 70 degrees
and each person needs two injections, three weeks apart.
So it will inevitably take some months before all the most vulnerable are protected,
Long and cold months
So it is all the more vital that as we celebrate this scientific achievement we are not carried away with over optimism
Or fall into the naïve belief that the struggle is over
Its not, we’ve got to stick to our Winter Plan,
a comprehensive programme to suppress the virus, protect the NHS and the vulnerable,
keep education and the economy going
and use treatments, testing and vaccines to enable us to return to much closer to normal by spring.
Today in England we have ended national restrictions, opening up significant parts of the economy in doing so;
but also replacing them with tough tiers to keep this virus down.
And I know that those tiers will mean continued hardship for many, and it is going to continue to be tough for some sectors
but until the vaccine is deployed, our plan does rely on all of us continuing to make sacrifices to protect those we love.
So please, please continue to follow the rules where you live,
remember hands, face, space –
and if you live in a tier 3 area where community testing will be made available, please take part in that community testing.
Together, these steps are for now the surest way to protect yourselves and those you love
and by reducing the transmission of the virus, help de-escalate your area to a lower level of restrictions,
as vaccines and testing, as I say, take an ever larger share of the burden.
And as we do all this,
we are no longer resting on the mere hope that we can return to normal next year in the spring,
but rather on the sure and certain knowledge that we will succeed:
and together reclaim our lives and all the things about our lives that we love
So I want to thank the scientists and all those around the world who have taken part in the trials and got us to this stag
