HILLARY CLINTON’S LEAKED EMAIL SHOWS US ADMINISTRATION SUPPORTED WAR IN SYRIA TO HELP ISRAEL

Wikileaks published an email of the former US Secretary of State Hillary Clinton revealing that the administration of the ex-President of the US Barack Obama may have fueled a war in Syria to assit Israel against the Iranian-Syrian “dangerous alliance”.

In the email, Clinton stressed that the government of Syrian President Bashar Assad must be overthrown “only by force” to assist Israel in dealing “with Iran’s growing nuclear capability”. She affirmed that Assad’s relationship with Iran and Hezbollah had undermined Israel’s security. Thus, Israel wasn’t capable to “respond any provocations” of this “dangerous alliance”. According to the email, this mission could be carried out by “arming the Syrian rebels and using western air power” that could limit the US costs.

Clinton concluded pointing out that “with Assad gone” the US and Israel would agree on “red lines” and Syrian people would see the US as “as a friend, not an enemy.”

Putin gives cautious support to French moves on Iran accord

Vladimir Putin has pledged cautious Russian support for a French initiative to seek additional agreements with Iran aimed at convincing the US to return to the nuclear deal with Tehran it abandoned this month.

“I agree that we can talk about Iran’s missile programme as well as about the situation in the region and about its nuclear activities beyond 2025,” Mr Putin said in his native St Petersburg on Thursday night after more than three hours of talks with Emmanuel Macron, the French president.

However, the Russian president reiterated Moscow’s firm opposition to making such additional accords a condition for the survival of the Joint Comprehensive Plan of Action (JCPOA).

By keeping the door open to Mr Macron’s plan, Mr Putin has placed himself in the centre of diplomatic action on an issue that is key to regional security and global non-proliferation, a move that could help him counter international isolation in the face of western sanctions.

Since Donald Trump voiced his determination to exit the agreement on freezing Iran’s nuclear programme negotiated by his predecessor Barack Obama, Mr Macron has sought to salvage the accord by arranging additional agreements on Iran’s missile programme, Tehran’s regional policies and its nuclear activities beyond 2025.

Mr Macron insisted on Thursday he was not seeking a new deal on Iran but rather an agreement to complement the JCPOA. “I am not talking about widening the deal but about complementing it. I am not proposing to renegotiate it,” he said. “President Putin and I are in agreement.”

But this involved making sure the nuclear pact was kept alive, the French leader said, pointing to EU efforts to establish new legislation and financial channels to shield companies from US sanctions.

An Elysée official later hailed a “convergence of positions” on Iran, including the recognition that it was “necessary to complement the [Iranian] deal with three other pillars” — curbs on Iran’s nuclear ambitions beyond 2025, its ballistic programme and regional interference. “We want to open a discussion with Iran. There is no other solution.”

Mr Putin, while keen to stress areas of agreement with Mr Macron, remained ambiguous about the core points of the French leader’s proposal. “From the beginning, I have spoken out on my position — as far as I understood, the French president agreed with this — that we must not link these three components with the survival of the JCPOA,” Mr Putin said.

“Because if we do this, that will mean that we ourselves abandon this agreement as well, since nothing was said in this agreement about such conditions.”

In order to discuss the additional three issues, preliminary talks with Iran were necessary.

Europe Asks U.S. for an Exemption From Sanctions on Iran

BRUSSELS — In a letter to senior Trump administration officials, European foreign and finance leaders this week tacitly acknowledged that their efforts to preserve the West’s nuclear deal with Iran were failing.

In the letter, sent on Monday to the Treasury secretary, Steven Mnuchin, and Secretary of State Mike Pompeo, the European leaders cited “security interests” in requesting that companies in Europe be granted an exemption from United States sanctions that would be imposed as a result of President Trump’s decision to withdraw from the pact.

“In their current state, U.S. secondary sanctions could prevent the European Union from continuing meaningful sanctions relief to Iran,” said the letter, signed by the finance and foreign ministers of Britain, France and Germany, all signatories to the 2015 accord with Tehran, and by Federica Mogherini, the European Union’s foreign-policy chief, who oversaw the negotiations.

Without that sanctions relief, Iran has threatened to pull out of the deal. That “would further unsettle a region where additional conflicts would be disastrous,” the ministers argue, asserting that the deal was “the best means through which we can prevent a nuclear-armed Iran,” and that there appeared to be “no credible alternatives at this time.”

The letter was first reported on Wednesday by The Wall Street Journal and was then obtained by The New York Times.

The plea is considered unlikely to produce the relief the Europeans want, since the Trump administration’s stated intention is to pressure Tehran into agreeing to an entirely new set of negotiations that would encompass its ballistic missile program and its support for hard-line regimes and militias throughout the Middle East.


The Europeans have been working with the State Department for some time to try to persuade Mr. Trump to remain in the nuclear agreement, which he has consistently called “the worst deal in history.”

They proposed discussing parallel new sanctions on Iran for its missile program, its support of the Syrian government and its backing of the Houthi rebels in Yemen and of groups like Hamas, Hezbollah and Islamic Jihad elsewhere in the Middle East. But the Europeans failed to convince American officials that they could fix the so-called sunset provisions in the original deal, which allow Iran to resume various nuclear activities after a period of years.

Tehran has always denied that it ever intended to build a nuclear weapon, though Western intelligence agencies said Iran tried to do just that before abandoning the effort in 2003. While Iran continued to work on ballistic missiles, there has been no evidence found of a nuclear weapons program since that date.

On Tuesday, however, Iran announced that it was preparing its nuclear facilities to resume large-scale uranium enrichment and had built a factory for constructing advanced centrifuges should Europe fail to preserve the deal.

On Wednesday, the French foreign minister, Jean-Yves Le Drian, said that Iran’s announced intention to increase its enrichment capacity still left it within the limits set out in the agreement, but, he added: “It’s always dangerous to flirt with the red line.” So far, he told Europe 1 radio, the deal remained intact.

Iran’s leadership is divided, but some would prefer to stay in the deal even without the Americans, to avoid possible military strikes from Israel and from the United States and to try to upgrade the economy. But that prospect seems unlikely if European companies are denied a waiver from the “secondary” sanctions.

Iran negotiated the 2015 deal in order to get relief from those crippling secondary sanctions, which Washington is now reimposing and which would deny access to financial systems in the United States to any company doing business with Iran.

The Europeans have been discussing efforts to shield their companies or to persuade them to continue doing business in Iran, possibly by creating a separate European financing arm or by extending loans from the European Investment Bank. But on Wednesday, the bank said it could not afford to ignore the United States sanctions, because it needed to maintain access to capital markets.

Also on Wednesday, the European Commission updated its blocking statute, a mechanism that bans companies in the European Union from complying with extraterritorial legislation adopted by a third country. The mechanism, which dates from 1996 and has never been used, would go into effect two months from now in the absence of opposition from member states or the European Parliament. But few analysts expect it to have much impact, if any, even if it is adopted.

It is very difficult to persuade large companies with interests in the much larger American market to violate the sanctions or to act as guinea pigs in a trans-Atlantic scuffle over legal mechanisms when there is no certain outcome.

Without special exemptions from the secondary sanctions, French multinationals like the energy giant Total and the PSA Group, which makes Peugeot and Citroën vehicles, have already announced that they will pull out of Iran.

The European ministers asked the Americans for specific exemptions for companies, individuals and banks who invested in Iran after the deal went into effect on Jan. 16, 2016; for “key sectors,” like health care, pharmaceuticals, energy, autos and civil aviation; and for banking with the Central Bank of Iran. They also asked for extended periods to wind down their projects for companies that choose to leave Iran, and they made it clear that other requests for exemptions would be forthcoming, including from individual European companies.

The ministers say that their countries “share most of the concerns expressed by the U.S. regarding the status of Iran’s nuclear program after 2025, Iran’s ballistic missiles program and its destabilizing actions in the region.” But they assert that “preserving” the deal “is the best basis on which to engage Iran and address these concerns,” adding that, “As allies, we expect that the United States will refrain from taking action to harm Europe’s security interests.”

Unfortunately for the Europeans, perhaps, Mr. Trump does not seem to share their views on Iran, and he has proved not to be much swayed by appeals based on trans-Atlantic relations.

While it is not clear what he thinks will happen next, his national security adviser, John Bolton, wrote last month that Mr. Trump “decided that this deal actually undermines the security of the American people he swore to protect and, accordingly, ended U.S. participation in it.”

“This action reversed an ill-advised and dangerous policy and set us on a new course that will address the aggressive and hostile behavior of our enemies,” he added, “while enhancing our ties with partners and allies.”

That's how Abbas Araghchi, the Iranian deputy foreign minister, has described the state of the Iran nuclear deal, while also warning of a potential withdrawal "in the coming weeks" if Tehran does not secure sufficient financial guarantees from Europe.

Araghchi made the remarks on Friday in Vienna as the remaining signatories of the multinational deal - formally known as the Joint Comprehensive Plan of Action (JCPOA) - met in the Austrian capital to discuss the future of the 2015 agreement in the wake of the US' decision last month to unilaterally pull out of it.

"I told the conference today that the JCPOA is in the intensive care unit because it has lost its balance as a result of the US withdrawal from the deal," Araghchi was quoted as saying by Iran's Mehr news agency.


Iran's leader to Europe: Fulfill demands or nuclear deal's dead
Apart from the Iranian delegation, representatives from China, Russia, France, Britain, Germany and the European Union attended the Vienna meeting.

Among the guarantees that Araghchi demanded was that European companies in Iran be protected from US sanctions. He also asked that European crude oil transactions through Iranian banks must continue to operate "without any problems".

"Iran is running out of its patience and there is a possibility for the country to leave the deal in the coming weeks," the Islamic Republic News Agency also quoted Araghchi as saying.

His comments come amid growing questions whether European countries could protect the deal from US sanctions amid Washington's threats to punish firms that continue dealing with Iran.

The US sanctions are expected to snap back in August and November. Washington also imposed a series of additional sanctions on Iranian entities and individuals, as well as foreign companies in Iran.

Trump turnaround
Under the 2015 deal signed in Vienna, Iran agreed to scale back the country's uranium enrichment programme.

In exchange, UN-approved sanctions were lifted, and Tehran was allowed to resume trading oil and gas on the international market. A total of $100bn in frozen Iranian assets was also released.

As a signatory to the deal, the US - under then-President Barack Obama - also pledged to waive secondary American sanctions as long as Iran continues to abide by the agreement.

But Trump, a long-time critic of the deal who succeeded Obama last year, went ahead and pulled out of the pact despite repeated assurances by UN inspectors that Iran is in compliance with its obligations.

In the weeks following Trump's decision, Europe has taken steps to defend the deal, including the reactivation of the 1996 "blocking statute" that shield European companies in Iran from being sanctioned by the US.

The EU has also authorised the European Investment Bank to facilitate European companies' investments in Iran.

Still, following Trump's declaration, several European companies, including the French energy giant Total, said that they were pulling out their investments from Iran, to avoid the secondary US sanctions.

Mohsen Milani, head of the Center for Strategic and Diplomatic Studies at University of South Florida, said the dilemma for governments in Europe is how to give Tehran "practical guarantees" that they will benefit from staying with the deal - even as European companies are backing away from investing in Iran.

"If they [Iranians] can get some of the guarantees, some of the protections they have asked for, they are going to stay" with the deal, Milani told Al Jazeera.

Given the short time until the scheduled reinstatement of US sanctions, European governments need to demonstrate that they are doing something "sufficient" for the Iranian leadership not to walk away, he said.

'Last card'
Holly Dagres, an Iranian-American analyst, noted that Germany is already taking steps to keep their companies from leaving Iran.

One of them has been the recent establishment of a specialised Iran sanctions office to address German companies' fears of being penalised by the US Treasury, she told Al Jazeera.

But Arron Reza Merat, a UK-based Iran analyst, said considering the current political climate it is "not unlikely" that Iran will abandon the deal - and even withdraw from the nuclear Non-Proliferation Treaty (NPT), which it ratified in 1970.

"Iran has a limited number of options if diplomacy with the Europeans doesn't work. Withdrawal from the NPT, the nuclear agreement and enrichment are cards they do have to play," he told Al Jazeera.

Merat also said that the brewing dispute between US and its European allies over tariffs could make it more difficult for Europe to defy Trump on the issue of the Iran sanctions.

"The fact that America is putting trade restrictions for European steel in play reduces the chance of the Europeans defying America on the sanctions with Iran, unfortunately," he said.

"I think Europe will use their compliance with US sanctions as a negotiating chip to get rid of the US tariffs on European steel."

In Iran, the administration of President Hassan Rouhani is "trying its hardest" to remain in the nuclear deal to prove to the world that Tehran is abiding by the JCPOA, unlike the United States, Dagres, the Iran analyst, said.

But ultimately, Iran's decision to stay or withdraw from the nuclear deal rests on Supreme Leader Ayatollah Ali Khamenei, she said.

"And his patience is running thin".

Iranian Foreign Minister Mohammad Javad Zarif has told domestic entrepreneurs that the collapse of the 2015 nuclear deal would have "very dangerous consequences" for the country.

"We can talk the deal up, or talk it down. But we should know that a failure of the deal will have very dangerous consequences for us," Zarif told a meeting of entrepreneurs at the Iranian Chamber of Commerce in Tehran on June 24.

"This is certainly not the [Iranian political] system's choice," said Zarif, who helped write the landmark deal with six global powers.

Zarif did not specify what the damages would be, but he said a failure of the deal could leave Iran politically isolated.

U.S. President Donald Trump in May pulled his country out of the landmark nuclear deal that provided Iran with relief from sanctions in return for curbs on its nuclear program.

Trump said he was unhappy with the terms of the deal and with Iran’s continued testing of ballistic missiles and its support for militants in the Middle East.

Iran has denied it backs insurgents in the region and said its nuclear program was only for civilian purposes.

Britain, France, Germany, China, and Russia also signed the deal and have pledged to remain in the accord.

However, many companies have pulled out of Iran for fear of being hit by U.S. sanctions if they do business with Tehran.

Iran has been negotiating with European Union leaders and other officials in hopes of keeping the deal alive and of receiving economic assurances.

President Hassan Rohani is expected to visit Switzerland and Austria in July as part of Tehran's efforts to ensure continued European support for the deal.

Iran vows to thwart US efforts to block its oil exports
Tehran says it will allow private companies to export crude oil to counter Washington's bid in stemming its exports.

Iran has vowed to thwart US efforts to block its oil exports by allowing private companies to export crude oil.

Eshaq Jahangiri, Iran's first vice president, also warned rival OPEC producer Saudi Arabia that it would never take Tehran's "place" on the international oil market.

"We will surely do something to thwart the US rallying cry that Iranian oil [exports] must be stemmed," Jahangiri said in a speech during an economic event broadcast on state television.

"The [Iranian] government has a plan ... and God willing we are certain that we will be able to sell as much oil as we want," Jahangiri added.

Iran is looking at ways to keep exporting oil after US President Donald Trump's administration threatened to impose sanctions on Iran's business partners if they do not cut Iranian oil imports to "zero" by November 4, in an attempt to further isolate Tehran politically and economically.

India, the biggest buyer of Iranian oil after China, already asked refiners on Thursday to prepare for a "drastic reduction or zero" of Iranian oil imports in order to protect its exposure to the US financial system.

"Iranian crude oil will be offered on the bourse and the private sector can export it in a transparent way," Jahangiri said at the event.

"We want to defeat America's efforts ... to stop Iran's oil exports.

"Oil is already being offered on the bourse, about 60,000 barrels per day, but that has been only for exports of oil products," Jahangiri said.

Iran has an oil and petrochemicals bourse as part of its mercantile exchange.

Referring to reports that Saudi Arabia may increase its oil exports to replace Iranian oil in world markets, Jahangiri said: "Anyone trying to take away Iran's oil market [share] would be committing great treachery against Iran and will one day pay for it."

Tightening the noose
The US-led sanctions are aimed at pressuring Iran to negotiate a follow-up agreement to halt its nuclear programme, following Trump's withdrawal from the 2015 nuclear deal agreed between Iran and six major powers.

On Tuesday a senior State Department official described tightening the noose on Tehran as "one of our top national security priorities".

European countries have been attempting to negotiate exemptions for their firms, but the official confirmed that Trump intends to stick to his deadline.

"We're not granting waivers," the official said.

Jahangiri's remarks come a day after Trump said that Saudi Arabia's King Salman had agreed to his request to ramp up oil production, "maybe up to 2,000,000 barrels" to offset anticipated losses in production by Iran and Venezuela.

Jahangiri said it was not that "simple".

"They're begging the Saudis to raise their output so that if Iran's quota decreases nothing will happen to the markets," said Jahangiri.

"In this battle, any country that tries to take Iran's place on the oil market will be guilty of treason against Iran... and surely one day it will pay the price of this treason," he said.

Iran possesses the second-largest gas reserves on the planet after Russia and the fourth-largest oil supplies, while Saudi Arabia is the world's biggest oil exporter.
